Points were created by analyzing aerial imagery from 1998 to 2002, provided by AirPhotoUSA, and/or by obtaining parcel numbers for the permit and using permits original files to define the adequate permit location. In many cases, the location of the permit was not specified in the permit original file or clearly seen on the aerial imagery. Building structures, hill summits and other features were used to create permits location. In cases where there were more than one source for the permit boundary, and the source information was conflicting, the information from the highest level government agency was used to specify the boundary. In other words, if the County of Ventura had delineated a polygon which differed from that of a consultant or contractor, the County information was taken as the actual boundary.
