Service Description: Special districts provide essential public services throughout Ventura County, including fire protection, water, wastewater, parks, recreation, and other specialized services. These districts may be independent, with their own governing boards, or dependent, with oversight provided by a city council or the County Board of Supervisors. This layer displays historical boundary changes affecting special districts, including annexations, detachments, formations, and other jurisdictional changes reviewed or recorded by Ventura LAFCo.

They are "special" because they provide services to areas that require special services above and beyond the regional services typically provided by the County.
