Description: The Pipeline Safety Act of 1981 created the State Fire Marshal's Pipeline Safety Program. The Pipeline Safety Program has jurisdiction and regulatory responsibility over the safety of interstate hazardous liquid pipelines in California. In a broad-brush definition, these are lines that carry crude oil from production facilities (or terminals) to refineries and lines that carry refined products from the refineries to storage facilities or across the state line. The Pipeline Safety Program also maintains Interstate Agent status through the US Department of Transportation Pipeline and Hazardous Materials Safety Administration for similar jurisdiction over interstate hazardous liquid pipelines.In 1995, Assembly Member Kuehl introduced AB 592, which was later signed by Gov. Pete Wilson and codified as Sections 51017 to 51017.2 of the California Government Code. The law requires the State Fire Marshal to create a comprehensive Geographic Information System (GIS) database of pipeline information for the specific intent of emergency response.
